John Sedley has 30 years consulting experience in the fields of environmental and infrastructure economics.

He specializes in benefit-cost analysis of capital projects; valuation of environmental impacts; and cost recovery (tariffs and pricing).


The following assignments are representative of his experience and expertise:

Terasen Inc. - Natural Gas Pipeline

John undertook an economic impact assessment of a proposed 300 km natural gas pipeline in southern British Columbia using input-output models to estimate direct, indirect and induced benefits and costs. The report was submitted to provincial regulatory authorities, who approved the application.

Government of Brazil - Offshore Oil & Gas

The Government of Brazil wished to enhance environmental management of offshore oil and gas exploration and development activities. John was retained to develop a strategic environmental assessment methodology and to improve the Government's organizational capacity to license and monitor offshore activities.

BC Hydro and Stl'atl'imx First Nation - Socio-Economic Impact Valuation

These two parties are negotiating compensation for impacts on First Nation people caused by transmission corridors and power generating facilities. John developed monetary values for the social, environmental and economic impacts.

Government of Jamaica - Sustainable Economic Development

The Government wished to ensure that development of the south coast was undertaken in a planned and sustainable manner. John evaluated development plans and projects on a strategic basis including small scale food processing plants, eco-tourism projects and fisheries developments. The project received approval to proceed from the Inter American Development Bank.

Government of Barbados - Coastal Zone Management

The Government wished to protect the island's fragile coastal zone by strengthening the coastal zone management agency. John's role was to develop cost recovery programs and improve the administrative structure. The recommendations were accepted by Government and have been successfully implemented.

BFI Waste Systems (Winnipeg, Manitoba) - Solid Waste Management

John undertook an economic and financial assessment of a proposed landfill for the Winnipeg region and provided expert testimony to Manitoba Clean Environment Commission. The testimony helped BFI receive Government approval for this project.

Ontario Ministry of Environment - Mineral Resource Planning Study

The Niagara Escarpment is a UNESCO World Biosphere Reserve that faces severe pressure from sand and gravel extraction operations. With stakeholder involvement, John prepared economic analysis guidelines for assessing aggregate extraction applications.

Slovakia - Utility Privatization

The Government wished to evaluate privatizing Bratislava’s water and sewerage services. John undertook a detailed evaluation of the utility's financial status and rate structure.

BFI Waste Systems (Halifax, Nova Scotia) - Solid Waste Management

Our Client was concerned that its business investments would be jeopardized by an energy-from-waste incinerator proposed by local governments. John undertook a detailed assessment of the economic and financial impacts of the proposed incinerator and presented his findings to local government councils and in expert testimony to the Nova Scotia Environmental Control Council. The Government rejected the incinerator proposal citing, among other concerns, the negative economic and financial impacts presented in John's testimony.
